Dr. Noel De Leon, Chairman

Dr. Noel De Leon, has over 25 years of experience in Human Resource Management and Information Technology. He was formerly the head of global human resource consulting firm, responsible for the overall growth and profitability of its Philippine office. Dr De Leon has designed and implemented compensation and incentive plans, competency and performance management programs for many multinational and local organizations across multiple industries in Southeast Asia.

Dr Noel has a Masters in Business Administration from Asian Institute of Management, Philippine and a PhD in Organizational Development from SAIDI.



Dr. Richard DLC. Gonzales, President and CEO

Dr. Richard DLC. Gonzales is an HR and Education Development International Consultant. He provides HR, Education and Training Solutions to companies and government organizations in the Philippines and in Asia-Pacific countries.

As an International HR and Education Development Consultant, he worked as Institutional Development Specialist, Monitoring and Evaluation Specialist, Assessment and Examination Reform Specialist, Education and Training Specialist, Teaching-Learning Methodologies Specialist, Teacher-Training and Curriculum Development for ADB, WB, JICA and JBIC funded projects Indonesia, Japan, Kyrgyz Republic, Lao PDR, Malaysia, Nepal, Samoa, Sri Lanka, Singapore, Thailand, Vietnam and in the Philippines.

He is a former University Registrar and Associate Professor of Psychology at De La Salle University-Manila. As present he is a Professorial Lecturer at the Graduate School of the University of Santo Tomas in Manila, and a former member of the board of directors of the Psychological Association of the Philippines (PAP), where he also served as Vice President for three terms. At present, he is the President and Chairman of the Philippine Educational Measurement and Evaluation Association (PEMEA).

Dr. Gonzales is a Certified Assessment Psychologist and Certified Educational Psychologist by the Psychological Association of the Philippines.



Mr. Rodolfo R. Baldemor, Director

Rodolfo R. Baldemor is an international consultant in development management in the areas of TVET, rural employment and community. His expertise include strategic planning, project management, developing institutional delivery systems, monitoring and evaluation systems and practical implementing tools and guidelines for people and community empowerment. He has done consultancy work for the ILO, WFP, UNDP, World Bank, Asian Development Bank, EU and JICA in developing countries of South Asia, Southeast Asia, South Pacific, Africa and in the Caribbean region.

He was a former Executive Director of the Institute of Vocational Training and Development of the then National Manpower and Youth Council (now TESDA) in the Philippines. He holds a Masters Degree in Development Management (MDM) from the Asian Institution of Management in Manila. He has bachelor degrees in Technical Education and Political Science.

Atty. Virgilio C. Herce, Legal Partner and Consultant

He received his Juris Doctor degree from the Ateneo de Manila University in 1992. He received his Bachelor of Science degree in Business Management from the Ateneo de Manila University in 1985. He was admitted to the Philippine bar in 1993.

From 1992 to 1996, he worked with QUISUMBING TORRES and EVANGELISTA, a law firm associated with BAKER and McKENZIE, where he was exposed to the commercial practice of the firm. He specializes in Philippine investment laws, intellectual property and administrative law matters relating to Philippine government offices such as the Philippine Economic Zone Authority, Bureau of Immigration, Board of Investments, Intellectual Property Office, Securities and Exchange Commission. He also specializes in immigration and naturalization laws.
